Telecoms PackageThe "Telecoms Package" is a set of five European Directives regulating electronic communication networks. Those directives are currently being modified. These directives are the Access Directive 2002/19/EC, Authorisation Directive 2002/20/EC, Framework Directive 2002/21/EC, Universal Service Directive 2002/22/EC and Privacy Directive 2002/58/EC.
The text was voted in first reading in the European Parliament in Sept.24th 2008. Serious problems arose in this first reading on the issues of Privacy, Network neutrality and regarding the implementation of a mechanism known as "graduated response" at the European level.
The second reading vote will take place on may 6th 2009.

"Indeed, the architectural principles that underlie the Internet we have today, namely the principles of openness, inter-operability and neutrality do not only create an environment that enables innovation in services and applications, more importantly they allow for an environment where users can express themselves freely without discrimination by their service provider. Therefore, those basic design principles need to be preserved."
